U.S.A. The Center's inaugural domestic election monitoring mission was carried out during preparations for and voting in the November 5, 2002 general election in Miami-Dade County, Florida. Miami-Dade and other parts of Florida had experienced various difficulties in the voting process-most notably in the 2000 election, but also in the 2002 primary. The County Commissioners engaged the Center to observe the election process and to submit written reports on preparations and the conduct of the election. Prior to November 5, a team of highly-experienced election experts examined the technical and procedural systems then in place in the County. On election day, teams of experts visited 141 polling stations (25% of the County's precints) to observe the voting process. Depending on circumstances, the Center has conducted both short-term and long-range election monitoring efforts. The Center has undertaken long-range observation missions in The Philippines, Nicaragua, El Salvador (1991), Guatemala, and Panama. |
